JRS Project Director, Dollo Ado, Ethiopia

The Dollo Ado project is a newly-opened Jesuit Refugee Service (JRS) Eastern Africa project in Melkadida Refugee Camp, Dollo Ado, southeast Ethiopia (Somali Regional State). The project provides education and psychosocial support to Somali refugees displaced by conflict and severe drought.

The Project Director has overall responsibility for all JRS activities in Dollo Ado. The person will oversee the planning, organising, implementing, staffing, and monitoring and evaluating activities of the project.

Responsibilities
Staff management:
  • Be responsible for the overall welfare and wellbeing of JRS staff (national and international).
  • Be responsible for ensuring that local staff work according to the guidelines and regulations of the JRS Ethiopia Employee Manual and international staff work according to the the volunteer guidelines.
  • Supervise human resource tasks such as recruitment and selection, pay and benefits, safety/security and health, appraisal, and training at the project level.
  • Provide effective leadership to department coordinators, and ensure good teamwork amongst them.
  • Provide technical support to department coordinators in programme implementation.

Programme management:

  • Coordinate and supervise the work of different departments to ensure that the project achieves its goal and objectives in accordance with the project proposal.
  • Monitor the progress of project departments to ensure adherence to set targets and agreed implementation time-frame.
  • Oversee the monitoring and evaluation of programme activities, review the results and take necessary follow-up actions.
  • Prepare a consolidated budget for JRS in collaboration with various heads of departments and have it approved by the country office. The Project Director has overall financial responsibility and accountability for the whole project and ensures proper utilisation of resources.
  • Keep the Country Director informed of project activities by providing relevant correspondence, reports and meeting minutes, and by keeping in regular contact.
  • Be responsible for prompt submission of all JRS financial and narrative reports.
  • Plan staff requirements for the project as and when vacancies arise in collaboration with various heads of departments.
  • Be responsible for ensuring that the JRS team is sufficiently safe. If the situation is not adequately safe, the Project Director has authority to promptly evacuate the team from the danger zone in consultation with the Country Director.
  • Be responsible for coordination and liaison between JRS and the parish and diocese/other agencies/local government/local communities/refugee community.
  • Represent JRS at local-level meetings with parish/diocese/local authorities/other agencies as-and-when required.


Qualifications
Essential skills:
  • Advanced university degree in social sciences, international relations or other relevant disciplines.
  • Minimum of three years relevant experience, preferably with an organisation working in project management.
  • Experience in managing people/teams.
  • Demonstrated experience and commitment to working with marginalised communities.
  • Ability to work in a harsh environment and areas with high security risks.
  • Strong analytical and strategic thinking and planning skills.
  • Strong monitoring and evaluation skills/experience.
  • Excellent analytical and reporting skills.
  • Good knowledge of MS Office especially Word and Excel.
  • Excellent oral and written English.
Personal qualities:
  • Adaptability: be able to endure basic living and working conditions for a duration of time.
  • Autonomy: be autonomous and able to take initiative within the limits of the rules set up by the supervisor.
  • Respect: be open-minded and respectful of the community with whom JRS work.
  • Adherence: be able to adhere to internal rules and, more specifically, the JRS staff and security rules. Strongly share the vision, mission and values of JRS.


Conditions

The position is open to international volunteers and candidates must be available for a two-year commitment.

This is an unaccompanied post with regular rest and recuperation (every 10 weeks) in Addis Ababa.
